An HDPE regrind offer is really an offer of a source stream, and the stream is what you are pricing. Crate and box regrind is injection material, usually coloured, usually clean, and it runs. Drum and IBC regrind is blow moulding material at a much lower melt flow, and the question there is always what the container held — a food-grade stream and a chemical stream are the same polymer and completely different propositions. Pipe offcuts from a fabricator are the tidiest of the lot. Caps and closures carry PP contamination almost by definition, because so many closures are PP on an HDPE bottle or the reverse.
Ask whether the material was washed or ground dry, and what the label and adhesive content is if it came off packaging. Ask for a melt flow figure on the actual lot rather than on the material it started as: every heat history moves it. For post-consumer streams, ask about odour, which does not appear on any specification sheet and is the single most common reason a lot gets rejected after it lands.
